I think that to. The only reason Ash lost to Paul is because he has his suckish Sinnoh Pokemon and Pikachu starts back at lvl 5 each region.

that actually be a close battle considering ash has only beat them once (i think)
gary - lost to ash in the silver conference
paul - lost to ash in the pokeringer contest

Ash didn't beat Paul in a real battle though.

i noticed that in the episode - though it aint a battle it was still a tourney of some sort and a loss is still a loss right

i never said that - i meant that both of them had suffered some sort of a loss to ash even if was a battle or not

yea he started with a turtwig from sinnoh then went to kanto 'cuz he was seen with a turtwig in the flashback in 'a pyramiding rage'
