Jigglypuff isn't a very good HM Pokemon.

yea you're right because it can only learn 1 HM move

I think Jigglypuff should be able to use Surf XD. Also if it was like in the Super Smash Bros Games, I think it should've been able to use Fly.

If anything, evolve it into Wigglytuff. It's better, but then again, your Pokemon. I have a Buneary and didn't evolve it :3
